Mr. Baxter has over 35 years of experience in Electrical Engineering, Networks and Telecommunications. He is a Registered Professional Engineer. Mr. Baxter was a technology professional with Bell Laboratories for 24 years, and subsequently provided consulting services for numerous clients, including Lucent, Sterlite Technologies, and York Telecom. His primary areas of expertise include copper and fiber-optic cabling, communication network architecture and protocols, and circuit, packet and optical switching systems.

Mr. Baxter is a testifying expert, author, and patent holder. He holds 8 U.S. patents, has authored more than 30 technical publications (including 2 books) and has given technical presentations on 5 continents. He was named an IEEE Fellow in Jan. 2009 for “contributions to high-speed digital communication networks”. He has provided Trial Testimony, Expert Reports, Deposition, and Technical Tutorials in more than 10 patent cases in Federal District Court and the ITC, as well as Inter Partes Reviews at the USPTO.

Testifying Experience

Mr. Baxter is a registered PE, IEEE Fellow, and testifying expert with over 35 years of experience in telecommunications, data communication, and networking. He has provided expert testimony and technical tutorials in patent cases in Federal District Court, the US PTAB, and the ITC. His testimony in Superior Essex v Belden was instrumental in reaching a favorable verdict for his client, and was cited numerous times by the judge in dismissing post-trial motions to overturn the verdict. His declaration and testimony in an IPR was referenced numerous times in the PTAB’s Final Written Decision which invalidated the independent claim and 3 of the 5 dependent claims of the patent in suit.
